i lost pc. possible locate pc if offline using windows, google, or else available track missing pc?

locating lost pc, offline or online, not possible since not have cellular modem. pc lost has reported nearest authority on place, in order have legal assistance retrieve it.

WTouch_Message_Window app running in the background is preventing - Microsoft Community
